NIST Unveils Control Overlays to Mitigate Cybersecurity Risks in the Use and Development of AI Systems

The National Institute of Standards and Technology (NIST) has introduced a comprehensive concept paper detailing the proposed NIST SP 800-53 Control Overlays for Securing AI Systems, a pivotal step towards establishing standardised cybersecurity frameworks for artificial intelligence applications. Released on August 14, 2025, this initiative responds to the increasing demand for structured risk management strategies during both the development and deployment phases of AI systems, including generative AI, predictive AI, and multi-agent AI architectures. The proposed overlays specifically address four critical use cases: generative AI systems that create content, predictive AI models for forecasting, single-agent AI applications, and multi-agent AI systems that involve coordinated artificial intelligence entities. These overlays extend the existing NIST cybersecurity framework to mitigate unique vulnerabilities associated with AI systems, such as data poisoning attacks and adversarial machine learning threats.

The framework incorporates essential technical components, including AI model validation procedures, training data integrity controls, and algorithmic transparency requirements. Organisations implementing these overlays are required to establish continuous monitoring mechanisms for AI system behaviour, enforce proper access controls for AI development environments, and maintain comprehensive audit trails for model training and deployment processes. Furthermore, the overlays highlight the necessity of clear governance structures for AI risk management, which include regular security assessments and incident response procedures tailored for AI-related security events. NIST has also launched the Control Overlays for AI Project (COSAIS) and a dedicated Slack channel (#NIST-Overlays-Securing-AI) to foster stakeholder collaboration and real-time feedback, ensuring that the final control overlays reflect practical security requirements in real-world AI applications.
